Welcome to Julia West House—a new affordable housing community in Downtown Portland, offering 90 furnished studio and one-bedroom apartments. At Julia West, housing is just the beginning. All residents have access to on-site supportive services tailored to meet individual needs, including case management, wellness support, and community programming.

Julia West House is a testament to innovation in both design and sustainability. The 12-story, 56,000 square foot high-rise, built using cross-laminated timber (CLT), is the tallest mass timber building in Oregon. This cutting-edge approach not only reduces the building’s carbon footprint but also promotes biophilic design principles, which have been shown to support mental health and well-being—particularly for populations who benefit from trauma-informed design. The building will be National Green Building Standard and Energy Star certified, ensuring long-term environmental benefits while reducing operating costs.

 
Julia West House is a Low-Income Housing Tax Credit (LIHTC) community that requires all residents to meet certain income eligibility criteria. Our community has apartment homes for households and individuals with incomes falling under 60% of the Area Median Income (AMI). We have homes set aside with preferences for the Portland Housing Bureau. A referral from Coordinated Access is required for eligibility. Resident Services & Programming

Julia West House is anchored by a comprehensive network of resident services designed to promote housing stability, community connection, and personal well-being. Leading local organizations—Northwest Pilot Project (NWPP), the Native American Rehabilitation Association of the Northwest (NARA), and Community for Positive Aging (CfPA)—will provide case management and supportive services tailored to the needs of residents.

These services will be delivered in close coordination with Multnomah County’s Joint Office of Homeless Services (JOHS) Coordinated Access system to ensure a thoughtful and supportive transition for incoming residents. Ongoing collaboration among service providers and property management will ensure residents have consistent access to the support, resources, and community engagement opportunities they need to thrive.
